Mr. Garofalo is a member of the law firm of Garofalo Goerlich Hainbach PC. His area of specialty is aviation law, involving both regulatory and commercial transactions.

Mr. Garofalo was employed by the Federal Aviation Administration from 1965 to 1968. During his tenure with FAA, Mr. Garofalo was exposed to all legal matters handled by the respective FAA offices, including enforcement cases against pilots and airlines, development of airworthiness directives, and interpretation of, and exemption from, FAA rules and regulations.

In April 1968 he entered private practice and eventually became a member of the firm of Garofalo Goerlich Hainbach. Mr. Garofalo continues to specialize in air transportation law with a complementary aircraft transactional practice. His principal responsibilities include all phases of aviation-related administrative practice before Federal agencies, especially the FAA and Department of Transportation. Mr. Garofalo currently represents U.S. and foreign airlines, air taxis and commuters, major tour operators and travel agents, FBOs and FAA-licensed repair stations, airframe and parts manufacturers, and other aircraft owners and operators, including corporate flight departments. In the aircraft transactional area, Mr. Garofalo represents buyers, sellers, lessees and lessors of transport category and corporate aircraft.

Mr. Garofalo has delivered several papers at conferences sponsored by the American Bar Association, Federal Bar Association, National Business Aviation Association (NBAA) and Strategic Research Institute (SRI).  

Mr. Garofalo co-authored the Aviation Drug Testing Handbook, a comprehensive manual for developing and administering an aviation drug testing program in compliance with FAA regulations. He has also published articles on FAA and DOT regulations governing passenger charter transportation.

Mr. Garofalo serves on the Tax Committee of The National Business Aircraft Association and has actively participated in committee activities for the past 6 years. He also is a member and past Chairman of the Air and Space Law Section of FBA's Transportation Committee, a founding member of the National Transportation Safety Board Bar Association and a member of the ABA's Forum Committee on Aviation Law.

Mr. Garofalo earned a B.S. in Aeronautical Engineering from Rensselaer Polytechnic Institute, Troy, New York in 1962. In 1965 he received an LL.B from the University of Virginia School of Law.
