Mr. Copley joined the firm of Garofalo Goerlich Hainbach in 1996 and became a member in 2002. He specializes in aviation law with an emphasis on both commercial transactions and regulatory processes and proceedings. Mr. Copley has assisted numerous clients in the sale, lease and acquisition of new and used aircraft, fractional and whole, individually and on a fleet basis. Several such transactions have been part of IRC Section 1031 like-kind exchanges. He has provided transactional due diligence and regulatory advice to clients forming and acquiring air carriers, repair stations and fractional management companies. He also regularly provides compliance advice to clients seeking to operate under Part 91 of the Federal Aviation Regulations applicable to corporate and other non-commercial operations.

Prior to joining Garofalo Goerlich Hainbach, Mr. Copley worked as an attorney for the firm of Jackson & Jessup, located in Arlington, VA. As an attorney for Jackson & Jessup, Mr. Copley specialized in transportation law, representing carriers, shippers and logistics companies. His practice included commercial and corporate transactions and regulatory matters before various federal agencies including the Department of Transportation, the Federal Highway Administration, the Interstate Commerce Commission and the Federal Maritime Commission.

Mr. Copley earned a B.A. in Politics with a minor in French, magna cum laude, from Wake Forest University in 1985. In 1987, after attending the University of Virginia under a Dupont Fellowship, he received a M.A. in Foreign Affairs and Government with specializations in International Law and Latin America. He received his J.D. from the University of Virginia School of Law in 1992. Mr. Copley has completed language training in Spanish at the Linguatec Escuela de Idiomas in Santiago, Chile.
